1. Purpose of the Stability Index#
The Canon‑Wide Stability Index (CWSI) provides a single, authoritative measure of:
- canon‑level structural stability

It is the top‑level diagnostic metric used by RTT/2 stewards, auditors, and the Arbitration Court.
