The Post‑Crisis Reconstruction & Renewal Protocol (PCRRP) defines the RTT‑aligned
procedures for rebuilding, realigning, and renewing datacenter ecosystems after
a crisis, emergency, or regime‑shift event.
It ensures that reconstruction remains:

AS.1 — Purpose of the Reconstruction Protocol#
The protocol exists to:
