The Meta‑Governance Council (MGC) is the highest‑order governance body within the

It oversees:

The MGC ensures long‑range stability, coherence, and integrity across the entire Datacenter Reports module.

The MGC exists to:

- ensure coherence across all appendices
- regulate operator ecology
- stabilize regime transitions
- oversee tensor alignment

AF.2 — Council Composition#
The MGC consists of five stewardship families:
1. Structural Stewards#
Maintain structural field definitions and cross‑field interfaces.
2. Dimensional Stewards#
Oversee dimensional envelopes, clusters, and intensity behavior.
3. Temporal Stewards#
Manage rhythm, drift, coherence, regime, and evolution systems.
4. Operator Stewards#
Preserve operator lineage, balance, and ecology stability.
5. Tensor Stewards#
