The Meta‑Governance Council (MGC) is the highest‑order governance body within the Datacenter Reports canon.
It oversees:

  • structural governance
  • dimensional governance
  • temporal governance
  • operator governance
  • tensor governance
  • canon versioning
  • drift‑correction oversight
  • coherence stewardship
  • expansion authorization

The MGC ensures long‑range stability, coherence, and integrity across the entire Datacenter Reports module.


AF.1 — Purpose of the Meta‑Governance Council#

The MGC exists to:

  • maintain canon integrity
  • prevent structural and dimensional drift
  • ensure coherence across all appendices
  • regulate operator ecology
  • stabilize regime transitions
  • oversee tensor alignment
  • authorize canon expansion (Appendix AB)
  • enforce future‑proofing (Appendix AC)
  • validate horizon‑scanning outputs (Appendix AD)

It is the supreme governance layer of the datacenter ecosystem canon.


AF.2 — Council Composition#

The MGC consists of five stewardship families:

1. Structural Stewards#

Maintain structural field definitions and cross‑field interfaces.

2. Dimensional Stewards#

Oversee dimensional envelopes, clusters, and intensity behavior.

3. Temporal Stewards#

Manage rhythm, drift, coherence, regime, and evolution systems.

4. Operator Stewards#

Preserve operator lineage, balance, and ecology stability.

5. Tensor Stewards#

Ensure structural, dimensional, and qCompute tensor alignment.

Each steward family has equal authority.


AF.3 — Governance Domains#

The MGC governs five domains:

Domain 1 — Structural Governance#

Field definitions, interfaces, and stability.

Domain 2 — Dimensional Governance#

Envelope integrity, cluster stability, drift control.

Domain 3 — Temporal Governance#

Rhythm, drift, coherence, regime transitions.

Domain 4 — Operator Governance#

Operator balance, collisions, lineage, saturation.

Domain 5 — Tensor Governance#

Density, thermal, and energy envelope stability.

These domains form the Meta‑Governance Stack.


AF.4 — Governance Protocols#

Protocol G1 — Canon Integrity Protocol#

Ensures structural, dimensional, temporal, operator, and tensor coherence.

Protocol G2 — Drift‑Correction Oversight#

Supervises drift‑correction algorithms (Appendix Y).

Protocol G3 — Coherence Stewardship Protocol#

Maintains coherence engines (Appendix F).

Protocol G4 — Regime Stability Protocol#

Ensures regime transitions remain predictable (Appendix E).

Protocol G5 — Expansion Authorization Protocol#

Approves new appendices via the Canon Expansion Gateway (Appendix AB).
